The UK’s National Crime Agency disrupts a major Russian money laundering network, leading to 84 arrests and the seizure of over 20 million Euros in cash and cryptocurrency.





The United Kingdom’s National Crime Agency (NCA) has successfully disrupted a vast Russian money laundering network, reportedly worth billions. Known as ‘Operation Destabilise,’ this international effort has led to the arrest of 84 individuals and the seizure of over 20 million Euros in cash and cryptocurrency, according to Chainalysis.

International Collaboration

This operation was a coordinated effort involving multiple international agencies, including the U.K. Metropolitan Police Service, France’s Direction Centrale de la Police Judiciaire, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), the Drug Enforcement Agency (DEA), and the Federal Bureau of Investigation (FBI). Their joint efforts have been pivotal in apprehending individuals connected to the Smart and TGR networks, both key players in the laundering operations.

Key Figures and Sanctions

OFAC has sanctioned four entities and five individuals affiliated with TGR. Among those named are George Rossi, Elena Chirkinyan, and Nikita Vladimirovich Krasnov, all of whom are accused of facilitating money laundering for elite clients. The sanctions include cryptocurrency addresses linked to these individuals, highlighting the extensive use of digital currencies in their operations.

Operational Tactics

Smart and TGR, both Russian-speaking networks, were involved in transferring money across borders by swapping cash and cryptocurrency. They catered to a wide range of clients, including criminal syndicates and sanctioned individuals, by providing access to forbidden financial markets. The networks spanned over 30 countries, utilizing a complex web of controllers and couriers to execute transactions.

Impact on Financial Crime

The NCA’s efforts have significantly disrupted the financial operations of these networks, which were deeply embedded in the Russian financial sector. The operation underscored the importance of international collaboration in combating financial crimes, particularly those involving cryptocurrency. The traceability of blockchain technology played a critical role in unraveling the illicit activities carried out by these networks, as noted by NCA’s Head of Cyber Intelligence, Will Lyne.

The NCA and its international partners remain vigilant in monitoring and dismantling Russia-based cryptocurrency laundering networks.
